The Halifax Chebucto constituency is located in the central and west end of the Halifax Peninsula, and is roughly contained in the area bounded by Windsor/Robie Streets, Jubilee Road, the Northwest Arm and the CNR railway tracks.

Halifax Chebucto is the most compact constituency in Nova Scotia. There are 13,871 registered voters which is about 6% more than the average Nova Scotia constituency.

Lawrence Street in Halifax It is a predominantly residential area, with commercial properties located on Quinpool Road, Oxford Street and is home to the Halifax Shopping Centre and it's Annex (formerly West End Mall). Within the constituency there are eight schools and eighteen places of worship providing service to approximately 17,000 residents.

Halifax Chebucto is primarily an urban residential, middle-income constituency. Halifax Chebucto has a diverse population base with families, students and senior citizens. Its concerns are therefore mainly those that are widely shared in the Province at large, i.e. healthcare, education, and sustainability of the economy. To the extent that there are local issues, they tend to be focused on municipal government concerns more than on provincial powers and their exercise. Thus, traffic flow through residential neighbourhoods, repair of streets and sidewalks, and the level of property taxation are all matters of lively debate.

The general level of education in Chebucto is high. Many residents are employed by the governments and military, at the universities, in schools, at the hospitals, or in professions.

There is a significant component of seniors (15.6% vs. provincial average of 13.9%). And although Chebucto is primarily middle-income, there are significant elements of poverty, including a large public housing facility, Bayers-Westwood, which accounts for about 12% of the constituency.

Howard first represented this area as alderman on the Halifax City Council from 1994-1996. When the Halifax Regional Municipality was created by amalgamation legislation, Howard was elected again in this district and was councillor from 1996 until April 1998, when he resigned upon being elected to the Nova Scotia Legislature.
